Qualifications, Training, Licencing and Verification of Competency (VoC)

Don’t do something unless you are qualified to do it or you are under a documented training program with adequate supervision by someone who is qualified. Everyone working on site needs to provide evidence of General Construction Induction training (White Card). White cards issued before March 2004 are not accepted.

If you are doing high risk work, you must have a High Risk Work Licence (HRWL). See more here: https://www.safeworkaustralia.gov.au/safety-topic/managing-health-and-safety/licences

If you are operating plant that does not require a high-risk work licence (HRWL), we still need to see a formal Verification of Competency as detailed in the IMP, please contact your project manager or safety advisor ASAP if you are unsure on this requirement.

HRWLs and VoCs must directly relate to the job activity or plant.

Asbestos

Within the ACT, all site workers are required to have accreditation in Asbestos Awareness, specifically, training that includes the unit of competence 11084NAT (formally 10675NAT and 10314NAT). Check out more here: https://www.worksafe.act.gov.au/health-and-safety-portal/safety-topics/dangerous-goods-and-hazardous-substances/asbestos/asbestos-awareness-training.

Not all courses in asbestos awareness are recognised by the ACT regulator, the course must have an NAT course code. Workers from outside of the ACT are not likely to have done this course, check with them ASAP to plan training.

Within the ACT, all workers in specific occupations are required to have accreditation in 10852NAT - Course in Working Safely with Asbestos Containing Materials. Check out more here: https://www.worksafe.act.gov.au/health-and-safety-portal/safety-topics/dangerous-goods-and-hazardous-substances/asbestos/working-safely-with-asbestos-containing-materials

Silica

In the ACT, workers engaged in high-risk crystalline silica work, expected to work with or be exposed to silica dust or who are in a declared occupation must complete the 10830NAT – Course in Crystalline Silica Exposure Prevention. The declared occupations list can be found here (https://www.legislation.act.gov.au/ni/2023-299/). If you believe you aren’t required to have this accreditation, please confirm with your project manger or safety advisor, you may need to provide support documentation.
